Binance France will charge 0.025% monthly fee from Nov 29

Binance France has told customers that accounts will close by December 31, 2026. But the more urgent date is November 29. From that day, any assets still in the French entity will face a 0.025% monthly management fee, with a minimum charge of 10 $USDC. Users who withdraw before November 29 avoid that fee, according to notices sent in early November.

Why the French arm is shutting down

The closure follows Binance France SAS’s failure to secure authorization under MiCA, the EU’s Markets in Crypto-Assets law. The firm had operated under France’s PSAN registration, a national label for digital asset service providers. That registration lapsed. By the July 1, 2026 transition deadline, its MiCA application had not been approved. France’s AMF removed the firm from its PSAN list on July 2, 2026. The AMF and ESMA then required an orderly wind-down. This applies to the French entity, not the global Binance platform, so customers outside France may see different terms.

What customers can still do

Deposits are suspended. Trading for French residents has ended, after spot trading and related products were stopped in stages earlier in the year. The account is now effectively withdrawal-only. Customers can move coins or close accounts voluntarily before December 31. Leaving assets in place triggers the monthly fee. The charge is based on the account balance and collected in $USDC or another asset still held, depending on what remains after the cutoff. There is a 10 $USDC minimum, so small balances could be hit harder in percentage terms.

The MiCA transition, briefly

MiCA creates an EU-wide authorization system and replaces national regimes such as France’s PSAN. Its stated goals include regulating crypto markets and protecting users across the bloc. For Binance France customers, the compliance change is already visible: no deposits, no trading, and a withdrawal window that ends December 31, 2026. I think the main practical point is the November 29 fee date. Missing it won’t immediately close an account, but it can reduce the balance before the final shutdown.
