Budget exposure shifts
Cardano development budgets for Intersect and Se7en Labs are now partly held in dollar tokens. The SundaeSwap treasury dashboard lists 4,505,955 USDM for Intersect’s governance and technical work and 316,253.88 USDM for Se7en Labs’ Daedalus wallet program. Intersect said on Oct. 2 that both withdrawals were minted through Moneta Digital into USDM and placed in live smart contracts. For those budgets, ADA’s price is a less direct guide to the work the money can support.
Currency and conversion timing
The two USDM schedules extend into 2027. Intersect’s project runs through July 29, while Se7en’s Daedalus project runs through Sept. 29. They sit inside a wider mix. In its Oct. 9 update, Intersect said its 2026 Treasury Reserve Smart Contract had administered 201.67 million ADA, 26.1 million USDCx and 4.8 million USDM to date. That figure measures cumulative activity, not current reserves or completed spending. ADA exposure remains elsewhere: Pallas has a 525,000 ADA budget, and Hydra has a 4,947,757.56 ADA budget. Conversion timing still matters. Intersect’s stablecoin election terms put execution-rate, spread and slippage risks on suppliers, who can batch conversions and bear the rate and token quantity they receive.
Withdrawals and acceptance
Se7en’s initial 63,188.312 USDM payment was marked withdrawn on Oct. 12. Its acceptance criterion was a signed contract, with no evidence submission required for that first milestone. Later maintenance milestones have their own conditions. In an Intersect project snapshot retrieved Oct. 16, three payments dated Sept. 29 were labeled unlocked while showing no milestone evidence submitted. But a missing dashboard entry alone cannot prove work was not done. Withdrawal has its own transaction record, and work completion is judged against agreed work. Intersect’s milestone policy usually requires acceptance evidence and invoices, with payment often 30 days after completion. Its smart contract rules also allow time-based release for unpaused payments. Administration handles pauses subject to leadership review, while executive approval governs resumption. Se7en adds a specific limit: withdrawals go only to an on-chain allowlist of payout destinations.
Cash-out routes add conditions
A USDM payment still needs an eligible route to dollars. Moneta Digital’s terms require an account with identity, anti-money-laundering and sanctions checks. Direct access is listed for residents of 20 licensed US states, while most other countries are directed to NBX, subject to eligibility. NBX separates NBX-issued USDM from Moneta-issued USDM and their reserves. Facilitation of Moneta-issued token redemption is discretionary, and settlement waits for cleared dollars from Moneta. USDCx offers another route. Circle says USDCx is fully backed by USDC held in xReserve. Burning Cardano USDCx can release USDC on Ethereum, with exchange routes involving USDC on Base. Terms estimate normal burn conversion at two to four hours, including 400-block finality and attestation. Circle, IOG and Midgard can pause the bridge, and Circle can delay or deny reserve release for compliance, security or operational reasons. IOG and Midgard cannot freeze, reverse or redirect user funds. Once USDC arrives, direct dollar redemption or an exchange withdrawal remains a separate step. I think the practical takeaway is simple: token balances, milestone release states and redemption routes all matter before a scheduled budget becomes usable money.
